Bu nedenle k\u00f6pr\u00fcn\u00fcn yap\u0131m s\u00fcresi 30 aydan 72 aya uzarken, maliyet 30 milyon dolardan 60 milyon dolara \u00e7\u0131kt\u0131.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Taraflar ise birbirlerini su\u00e7lamaya devam ediyor. B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131 S\u00f6zen&#8217;e g\u00f6re gecikmenin nedeni Karayollar\u0131. Karayollar\u0131na g\u00f6re de Belediye&#8217;nin s\u0131k s\u0131k i\u015fe kar\u0131\u015fmas\u0131. Bir ba\u015fka yetkili de bu konuda Belediye&#8217;yi su\u00e7luyor ve projenin de\u011fi\u015ftirildi\u011fini iddia ediyor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yeni Galata K\u00f6pr\u00fcs\u00fc&#8217;n\u00fcn maliyeti kredi gecikmesi ve Belediye-Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc \u00e7eki\u015fmesi nedeniyle 30 milyon dolardan 60 milyon dolara y\u00fckseldi. Bu anla\u015fmazl\u0131klar, k\u00f6pr\u00fcn\u00fcn yap\u0131m s\u00fcresinin 30 aydan 72 aya uzamas\u0131na neden oldu.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u0130stanbul\u2019un bitmeyen k\u00f6pr\u00fcs\u00fc olarak bilinen Yeni Galata K\u00f6pr\u00fcs\u00fc&#8217;nde uzun s\u00fcredir devam eden huzursuzluk, taraflarin birbirlerini su\u00e7lay\u0131c\u0131 a\u00e7\u0131klamalar\u0131yla doruk noktaya ula\u015ft\u0131. \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi ile Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc birbirlerini su\u00e7lamaya devam ederken m\u00fcteahhit STFA-THYSSEN Konsorsiyumu da iki taraf aras\u0131nda s\u00fcren \u00e7eki\u015fmenin Alman kredisinin gelmesinin gecikmesine neden oldu\u011funu a\u00e7\u0131klad\u0131.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u0130stanbul B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131 Nurettin S\u00f6zen&#8217;in &#8220;B\u00fct\u00fcn sorumluluk Karayollar\u0131na aittir&#8221; diyerek gecikmeden do\u011fan 30 milyon dolarl\u0131k zarar\u0131n Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;n\u00fcn keyfi tutumundan kaynakland\u0131\u011f\u0131n\u0131 s\u00f6ylemesinin ard\u0131ndan bir yetkilinin a\u00e7\u0131klamalar\u0131 konuya yeni bir boyut kazand\u0131rd\u0131.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u0130sminin a\u00e7\u0131klanmas\u0131n\u0131 istemeyen yetkili, belediyenin \u00fcst d\u00fczey iki y\u00f6neticisinin 26 Mart yerel se\u00e7imleri \u00f6ncesi STFA&#8217;da \u00e7al\u0131\u015ft\u0131\u011f\u0131n\u0131 bu iki ki\u015finin iste\u011fi \u00fczerine belediyenin k\u00f6pr\u00fc ile ilgili projesini 5 kez de\u011fi\u015ftirdi\u011fini s\u00f6yledi. Proje de\u011fi\u015fikli\u011finin yap\u0131labilmesi i\u00e7in Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;n\u00fcn m\u00fcteahhite y\u00fckl\u00fc bir tazminat \u00f6demesi gerekti\u011fini belirten yetkili, &#8220;Bu iki ki\u015fi bilerek veya bilmeyerek Nurettin S\u00f6zen&#8217;i kullanm\u0131\u015flard\u0131r. Dalan d\u00f6neminde de\u011fi\u015fiklikleri kabul ettiremeyen bu y\u00f6neticiler, S\u00f6zen d\u00f6neminde etkili yerlere gelerek STFA lehine bu projenin de\u011fi\u015ftirilmesini istediler. De\u011fi\u015fikli\u011fi yapsayd\u0131k STFA-THYSSEN Konsorsiyumu&#8217;na milyonlarca dolar tazminat \u00f6dememiz gerekecekti&#8221; dedi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Ayn\u0131 yetkili, belediyenin, Karak\u00f6y ve Emin\u00f6n\u00fc meydanlar\u0131 d\u00fczenlemesi i\u00e7in \u015eubat 1990&#8217;da STFA&#8217;n\u0131n yan kurulu\u015fu Temel M\u00fchendislik A\u015e&#8217;ye yeni bir proje ihale etti\u011fini, ancak haz\u0131rlanan projenin statik hatalar nedeniyle uygulanmas\u0131n\u0131n m\u00fcmk\u00fcn olmad\u0131\u011f\u0131n\u0131 s\u00f6yledi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Karayollar\u0131 yetkilileri gecikmenin belediyenin yap\u0131lan i\u015fe s\u0131k s\u0131k kar\u0131\u015fmas\u0131ndan kaynakland\u0131\u011f\u0131n\u0131 belirtirken \u0130stanbul B\u00fcy\u00fck\u015fehir Belediye Ba\u015fkan\u0131 Nurettin S\u00f6zen; k\u00f6pr\u00fc \u00e7al\u0131\u015fmalar\u0131 ile ilgili b\u00fct\u00fcn sorumlulu\u011fun Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc&#8217;ne ait oldu\u011funu s\u00f6yledi. S\u00f6zen&#8217;in Yeni Galata K\u00f6pr\u00fcs\u00fc ile ilgili son de\u011ferlendirmesi \u015f\u00f6yle:<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">30 milyon dolarl\u0131k projenin bedeli, keyfi uygulamalar ve proje de\u011fi\u015fiklikleriyle 60 milyon dolara ula\u015ft\u0131. Ve yap\u0131m s\u00fcresi 30 aydan 72 aya uzad\u0131.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Proje y\u00f6neticileri, kredinin bitti\u011fini bilmelerine kar\u015f\u0131n Emin\u00f6n\u00fc ve Karak\u00f6y meydanlar\u0131n\u0131 alt\u00fcst etti. Sonu\u00e7ta, bug\u00fcn Karak\u00f6y Meydan\u0131&#8217;nda insan-ara\u00e7 karma\u015fas\u0131 s\u00fcr\u00fcyor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Y\u00f6neticilerin teknik rekor k\u0131rma merak\u0131 ile k\u00f6pr\u00fcden 8 bin tonluk gemilerin kendi d\u00fcmeni ve uskuru ile Hali\u00e7&#8217;e girip \u00e7\u0131kmas\u0131n\u0131 m\u00fcmk\u00fcn k\u0131lacak abart\u0131l\u0131 kapaklar yap\u0131ld\u0131. Yaln\u0131z bu hatal\u0131 tutum proje maliyetinin getirdi\u011fi ek masraflar milyonlarca dolar ve aylarca zaman kayb\u0131d\u0131r.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Belediye ile Karayollar\u0131 17. B\u00f6lge M\u00fcd\u00fcrl\u00fc\u011f\u00fc aras\u0131ndaki kar\u015f\u0131l\u0131kl\u0131 su\u00e7lamalar b\u00fct\u00fcn h\u0131z\u0131yla devam ederken k\u00f6pr\u00fcn\u00fcn m\u00fcteahhidi STFA-THYSSEN Konsorsiyumu, Alman kredisinin gecikmesinin belediye Karayollar\u0131 aras\u0131ndaki uyu\u015fmazl\u0131ktan kaynakland\u0131\u011f\u0131n\u0131 a\u00e7\u0131klad\u0131. STFA Grup \u015eirket Ba\u015fkan\u0131 Eser T\u00fcmen, yeniden i\u015fe ba\u015flanabilmesi i\u00e7in 15 milyon mark de\u011ferindeki istihkaklar\u0131n \u00f6denmesi gerekti\u011fini belirterek &#8220;Yeniden i\u015fe ba\u015flanmas\u0131n\u0131n yeni bir mobilizasyonu gerektirecek ve dolay\u0131s\u0131yla yeni masraflara yol a\u00e7acak olmas\u0131 tabiidir. Yeniden i\u015fe ba\u015flanabilmesinin 1992 y\u0131l\u0131ndan \u00f6nce m\u00fcmk\u00fcn olmayaca\u011f\u0131 bellidir&#8221; dedi.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\" id=\"h-kopru-bu-noktaya-nasil-geldi\">K\u00f6pr\u00fc bu noktaya nas\u0131l geldi?<\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Hali\u00e7&#8217;te Galata K\u00f6pr\u00fcs\u00fc yan\u0131nda yeni bir k\u00f6pr\u00fc yap\u0131m\u0131 ile ilgili ilk geli\u015fme 16.3.1982 tarihinde \u0130stanbul B\u00fcy\u00fck\u015fehir Belediyesi (IBB) ile Karayollar\u0131 Genel M\u00fcd\u00fcrl\u00fc\u011f\u00fc (KGM) aras\u0131nda imzalanan protokol ile ba\u015flad\u0131. Haz\u0131rlanan proje 1984 y\u0131l\u0131nda An\u0131tlar Y\u00fcksek Kurulu taraf\u0131ndan onayland\u0131.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">K\u00f6pr\u00fcn\u00fcn in\u015faat\u0131 i\u00e7in 9 firma teklif verdi, kredi \u015fartlar\u0131n\u0131n uygunlu\u011fu nedeniyle STFATHYSSEN Konsorsiyumu kabul edildi. Teklif bedeli 31 milyon dolard\u0131 ve in\u015faat s\u00fcresi 27.1.1986 tarihinde imzalanan bir anla\u015fma ile 30 ay olarak \u00f6ng\u00f6r\u00fcld\u00fc.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">96.5 milyon Alman Marki tutar\u0131ndaki kredisi Alman Kredi Kurumu KFW taraf\u0131ndan kar\u015f\u0131lanan projenin g\u00fczerg\u00e2h\u0131 8 May\u0131s 1986&#8217;da IBB kapsam\u0131ndan \u00e7\u0131kar\u0131l\u0131p KGM&#8217;ye verildi. Ve in\u015faata 16 Temmuz 1986&#8217;da ba\u015fland\u0131.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">26 Mart 1989 se\u00e7imleriyle i\u015fba\u015f\u0131na gelen yeni belediye y\u00f6netimi \u00f6zellikle projenin Emin\u00f6n\u00fc Meydan\u0131 ile olan b\u00f6l\u00fcm\u00fcn\u00fcn &#8220;insan&#8221; unsuru dikkate al\u0131nmadan yap\u0131ld\u0131\u011f\u0131 gerek\u00e7esiyle projenin de\u011fi\u015ftirilmesi gerekti\u011fini belirtti.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Belediye, KGM&#8217;ye projenin de\u011fi\u015ftirilmesi istemiyle \u00e7e\u015fitli tarihlerde 7 kez uyard\u0131, KGM ise proje tadilatlar\u0131n\u0131n i\u015fi yava\u015flataca\u011f\u0131 ve tadilat i\u00e7in m\u00fcteahhit firmaya tazminat \u00f6denmesi gerekti\u011fini belirterek, projenin de\u011fi\u015ftirilmesi karar\u0131na olumsuz yan\u0131tlar verdi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Yakla\u015f\u0131k iki y\u0131l s\u00fcren yaz\u0131\u015fmalardan sonra IBB ve KGM yetkililerinin Ankara&#8217;da yapt\u0131g\u00f6r\u00fc\u015fmelerden sonra meydan d\u00fczenlemeleri i\u00e7in ortak noktalar\u0131 i\u00e7eren ek bir protokol yap\u0131ld\u0131.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">1991 y\u0131l\u0131n\u0131n ilkbahar aylar\u0131nda k\u00f6pr\u00fcn\u00fcn 96.5 milyon markl\u0131k kredisinin bitmesi \u00fczerine k\u00f6pr\u00fc, a\u00e7\u0131l\u0131\u015f tarihi olan haziran 1991&#8217;e yeti\u015ftirilemedi. \u00c7al\u0131\u015fmalar\u0131 yava\u015flayan k\u00f6pr\u00fc i\u00e7in gereken 47 milyon markl\u0131k Alman kredisini alabilmek amac\u0131yla KGM yetkilileri Alman Kredi Kurumu KFW ile anla\u015fma imzalad\u0131. Ancak kredinin b\u00fcrokratik engeller nedeniyle istenilen zamanda gelmemesi \u00fczerine k\u00f6pr\u00fc ikinci a\u00e7\u0131l\u0131\u015f tarihi olan 30 a\u011fustosa da yeti\u015ftirilemedi. Kredinin gelmemesine bir de g\u00fcmr\u00fckteki malzemelerin gecikmesi eklenince k\u00f6pr\u00fcn\u00fcn a\u00e7\u0131l\u0131\u015f\u0131 29 ekime ertelendi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">S\u00fcrenin uzamas\u0131ndan do\u011fan ek maliyet art\u0131\u015f\u0131n\u0131 alamayan m\u00fcteahhit STFA-THYSSEN Konsorsiyumu 27 Eyl\u00fcl g\u00fcn\u00fc Karayollar\u0131&#8217;na g\u00f6nderdi\u011fi bir yaz\u0131 ile i\u015fi b\u0131rakt\u0131 ve \u00e7al\u0131\u015fanlara bir s\u00fcre izin verdi.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Karayollar\u0131 17.
